The National Democratic Institute did a thorough, eye-opening job in drawing our attention to the high-level, political issues of fraud long before election day in the problematic Voter Registry: Fifteen per cent—about 1.2 to 1.3 million of 9.6 million registered voters—unable to vote because of list irregularities; approximately one million ghost names and 200,000 duplicate names in the voter list.
(Cambodian National Rescue Party puts duplicate names at about 320,000. CNRP claims that this figure is not an estimate but comes from the list of the National Election Committee with detailed information of names, date of birth, address, polling station and the province in which they can vote or CPP can use their names.)
